ffmpeg to convert file to webm returns in error

for that i use my brandnew debian9 with following commands :

My current problem is : The command to convert it to .webm returns following error :

So i cannot be a problem with the source-codecs. Does anyone have any idea what my problem might be

My webcam works fine, while using cv2.Videocapture() but while trying to read from hard drive it shows error cap.isOpened() returns false, why ?
