• Laravel php timelapse an UploadedFile video element, without saving it as a file

  I want to be able to change the frame rate of a video from 0.05fps to 3fps.
  
I receive the video as an Illuminate\Http\UploadedFile element, with mp4 format, how do I speed up its frame rate before sending it via email ?
  
The video is 25 minutes long, it should become 25 seconds long after changing the frame rate.
  
Is there a way to change the fps without saving the element as a File ?
  
I was planning to use the ffmpeg repository here but it requires me to save both the initial file, and the second file after changing the fps.

  Fix to golden update in cyclic_refresh.

  For one pass CBR : only check for updating refresh_golden
  if ext_refresh_frame_flags_pending is not set (i.e., == 0).
  And move the resetting of ext_refresh_frame_flags_pending = 0
  down to after the encode_loop (and account for dropped frames).

  This is to prevent changing refresh_golden flga when the user
  supplies the reference/update flags.

• ffmpeg : How to add frames or black at the end of a video ?

  How to copy an arbitrary amount of duplicates of the last frame at the end of any video ? Or alternatively, how to add black frames at the end of any video ? Can this be done by scripting and ffmpeg ? Of course any other tool is fine, as long as the action is scriptable.

  The difficulty is that all video formats, or at least as wide range of video formats as possible, should be supported. The script should take in any video formats without manually changing the script per video.
