    configure : Simplify license incompatibility check
  An extra GPLV3 list is added for libsmbclient as having it in both GPL
  
  and VERSION3 lists would cause a duplicate in the final config list.
  Also, for consistency, libnpp is treated the same as the other nonfree
  
  component (libfdk_aac and openssl).

• Error importing VideoFileClip from moviepy : AttributeError : 'PermissionError' object has no attribute 'message'

  I’m using jupyter notebook. I have also tried from anaconda console as well.

  Tried importing with both the ways shown below

  I’m running 64 bit version of Windows 10.

  I can’t find any solution anywhere and its driving me crazy ! Seems like its not finding the ffmpeg binary but I have put it in C :\ffmpeg\bin and added this to path environment variable. Followed the instruction from here.

  agreed to re-license it as LGPL.  Original commit message follows.
      x86 : Avoid some bypass delays and false dependencies
      A bypass delay of 1-3 clock cycles may occur on some CPUs when transitioning
  
      between int and float domains, so try to avoid that if possible.
